Each newspaper, whether currently in operation or closed, can provide their archives to a variety of companies and institutions. The easiest way to know if a particular paper is freely available is to look at the Iowa Department of Cultural Affairs Newspaper list. They provide a full list of papers, past and present, along with links to their repository.
WARNING: Some of the links take you to a proprietary database such as Newspapers.com or Newspaper Archive. They may offer a one time free trial, but otherwise will charge you to view the papers.
HINT: If you have used your free trial up or do not wish to sign up for one, you can usually still search the paper to see if your topic returns results. Take note of the issues and dates that appear in the search results. Local libraries may have access to microfilm and having those dates will make it much easier to use the microfilm and get access to the content for free.
